Update based on comments from agency reviewers

Thanks to all those who reviewed and commented on the different plans. We have settled on a version of one of the plans, as shown above. We welcome your additional comments!

Note that the plan above uses the "tow lot" property to the east, as part of a larger cohesive development. A scheme that omits this parcel and retains the existing tow lot is shown below. We think the evidence shows that this is an inferior quality option - but please judge for yourself!
